It is an umbrella programme implemented by the Ministry of Science, Industry and Technology and co-financed by the European Union and the Republic of Turkey. Under the CSP, operational programmes providing financial support, particularly to SMEs and entrepreneurs, for enhancing competitiveness are implemented in seven-year periods.
Going under its technical title, "the Regional Competitiveness Operational Programme (RCOP)" has been implemented in the first period of the CSP covering 2007 - 2013. In this period, a total of 565 million euros was allocated to 43 relatively-less developed provinces of the country. Selection and enhancement of projects supported under the first phase was completed, and the beneficiary institutions are now implementing these projects with support from our Ministry.
The technical title of the new period of the Programme, to cover the 2014 - 2020 period, is the "Competitiveness and Innovation Sector Operational Programme (CISOP)". The geographic coverage of the new phase has been expanded to all of Turkey and a budget of approximately 405 million euros has been allocated from European Union and national resources. In this scope, a call for proposals will be announced in the first quarter of 2017 to fund projects from across Turkey.
The project selection and development processes for the first phase of the programme have been completed and the implementation of the awarded projects will continue until the end of 2017.
The implementation of projects under the second phase covering the years 2014-2020 will continue until the end of 2026.
The new phase of the programme covers all provinces. In other words, project applications will be received from all 81 provinces of Turkey in the new phase.
However, some regions will be prioritised in certain activities according to their income levels. Further information on this issue is available in Chapter 4.1 of our Operational Programme published on our web site. (http://rekabetcisektorler.sanayi.gov.tr)
With the new projects to be supported under the new phase it is aimed to increase efficiencies in industry and manufacturing, and to contribute to the reduction of the current account deficit.
In the new period support will be provided through the following four main activity areas. The projects may be designed in only one of these four activity areas:

Under the Manufacturing Industry Activity, projects that work on the following activities will be supported:
Establishment and putting into operation of common-use facilities (ateliers, warehouses), and improvement of institutional capacities of such facilities and their employees;
Development of needs assessments and analytical studies, competitiveness strategies and roadmaps;
Establishment and putting into operation clusters and cluster-support structures;
Delivery of advisory services to publicity and networking activities, and organization of equity investment fairs, entrepreneurship camps, road-shows and similar activities.
Under the Services and Creative Industries Activity, projects that work on the following activities will be supported:
Needs assessments, surveys and other forms of analytical activities that help identify the needs of the service sector and creative industries, and facilitate development of strategies, roadmaps, action plans etc.;
Support to the establishment and putting into operational of creative industry labs (incubators, accelerators etc.) to host creative entrepreneurs/companies and to offer common-use facilities for these;
Promotional activities, design competitions;
Support to capacity building for designing and implementing regional branding, promotion, marketing activities and strategies/action plans for development of the tourism sector in regions that have lower income rates than the national average.
Under the Research and Development Activity, projects that work on the following activities will be supported:
Putting into operation new R&D facilities and improving the capabilities of existing facilities;
Research and development activities geared towards producing product prototypes, and the testing and certification of these products;
Strengthening the cooperation ecosystem between the public sector, universities and industry;
Market research, surveys and other forms of analytical studies to identify scope for commercialization;
Training and other forms of capacity-building activities for the management, staff, researchers and business development managers of R&D centres, and for entrepreneurs and SMEs;
Needs assessments, research and other forms of analytical activities; generation of policy proposals for regulatory improvement that would strengthen industry-university collaboration;
Promoting joint research studies between universities and industry;
Awareness-raising and capacity-building activities focusing especially on social innovation.
Under the Technology Transfer and Commercialization Activity, projects that work on the following activities will be supported:
Improvement of the efficiency of technology transfer offices (TTO) and other structures such as technology development zones (TDZ), accelerators, incubators and R&D centres, and training and capacity-building activities for managerial and R&D staff as well as research and business development managers of these organizations;
Organisation and financing of reputable national and/or international competitions, boot camps and events for innovative young entrepreneurs, social innovators and/or start-ups, and organization of and/or participation in investment promotion roadshows, equity investment fairs, matchmaking activities, mentorship events;
Development and implementation of international networking activities for TDZs, incubation strategies and/or plans for TTOs and TDZs;
Needs assessments, research and other forms of analytical activities; generation of policy proposals for regulatory improvements that would strengthen industry-university collaboration in the field of commercialization.
Testing and certification facilities for innovative products to be commercialized; market research, surveys and other forms of analytical studies to identify scope for commercialization of such products;
Training and other forms of capacity-building activities for entrepreneurs and SMEs.
Projects may include more than one of the above listed activities. Projects to be supported under the Competitive Sectors Programme are expected to incorporate a set of activities to bring solutions to identified problems and through a set of methodologies, rather than being simple projects concentrating only on a single activity.
Project selection may differ in line with the level of contribution to the quantitative targets of the Competitive Sectors Programme. In other words, the possibility of a project receiving support is directly proportional to its contribution to the Programme's target indicators. The Programme's targets and key performance indicators are as follows:
• Number of SMEs, which will reduce their cost for inputs (including energy)
• Number of SMEs, which will increase their sales and/or exports
• Number of new enterprises to be created
• Number of national patents to be filed
• Number of products to be successfully commercialized
• Number of research jobs to be created in the supported institution/enterprise
Institutions such as governorships, special provincial administration units, development agencies, universities, TOBB and affiliated chambers and commodity exchanges, associations and foundations related to industry and technology, general secretariats of exporters' unions, and managements of organized industry zones and technology development zones are eligible to apply for support in the new period.
Who cannot apply directly?
Entrepreneurs, SMEs, commercial businesses, profit-oriented institutions and organizations are not eligible to apply directly. They can, however, have access to programme support indirectly through the projects that serve the common interest of the supported SMEs.
The projects are selected through two methods:
Direct Negotiation: This method refers to the selection process of the projects in line with the given criteria upon the invitation of Ministry to the relavant parties to submit project proposals in accordance with the results of the gap assessment and mapping exercise to be carried out by the Ministry within the scope of CISOP.
During the gap assessment and mapping exercise, both the budget and time constraints regarding the respective program activities where a project gap is seen and the programme indicators to be considered.
Call for Project Proposals: All institutions, other than central public institutions, can submit their projects following a call for proposals to be announced by our Ministry. Organizations such as universities, R&D centres and chambers of industry are among these types of institutions.
Procurement of machinery/equipment and technical assistance activities such as long-term training, consultancy, promotion, documentation and construction expenditures can be covered under the project budget.
For example, when necessary, construction and repair of a common use facility to be established under a project, procurement of all kinds of machinery, equipment and office supplies necessary for this facility, preparation of business plans, service manuals for smooth operation of the facility, drafting of all types of strategic documents, research and analysis activities related to the sector/subject, provision of short- and long-term consultancy and training services for the personnel and/or beneficiaries of the facility are all eligible expenditures.
What are the ineligible expenditures?
Expenditures such as utilities (electricity, water, gas, etc.), consumables for the facilities/structures to be established under the project and the cost of human resources (white and blue collar staff) necessary for the operation of these facilities cannot be covered from the project budget.
