Capacity Building Projects
We spotlight development of the workforce and hardware for carrying out necessary actions for the implementation of projects to enhance competitiveness. Therefore we support the increase in institutional capacity.
Enlargement of the European Turkish Business Centres Network
TOBB, which previously benefited from various European Union funds, has established ABİGEMs in 15 different provinces of Turkey. The latest branches of the successfully run ABİGEMs was launched in Sivas, Antakya, Batman and Van.
These centres under the Project not only welcome business owners but also entrepreneurs who would like to start new ventures. As a result of the interviews to identify training and consultancy needs in these regions, more than 500 SMEs and entrepreneurs benefited from various services such as expanding to the national and international markets, branding, entrepreneurship, institutionalisation, access to funds and preparing projects for new grant facilities. Over 100 entrepreneurs set up their own businesses after receiving information and consultancy services. Around 150 businesses were supported in their efforts at preparing business and investment plans.
Throughout the project, 7360 people received training on more than 50 subjects with approximately 2000 women entrepreneurs as training participants.
One of the most significant outcomes of the project is the development of the Competitiveness Model. In addition to the Support Model for SMEs and Entrepreneurs, the Sustainability Model prepared will enable the prospective centres to work much more efficiently.
ABİGEMs function as joint stock companies after the Project and continue to support new entrepreneurs in addition to all small to medium-sized enterprises on the subjects they need.

Bafra Business Development and Support to Export Centre Project
A new Centre for Business Development and Support to Export (BİGEM) is built in Bafra to provide training, consultancy and support services to existing enterprises, and particularly start-ups to encourage them to take steps towards exporting and extending their product range.
BİGEM remedy the deficiencies concerning market knowledge, preparation, financial sources and technical know-how and like needed, for export. The centre will provide business development support for exports by forming the necessary infrastructure.
The aim of the project is to enhance the business volume of a minimum of 30 enterprises in the region, ensure that products with high added value are marketed by improving the industry capacity, maximise the export potential through training and publicity activities and support new entrepreneurs.
The project, which assist SMEs in increasing their investments on product development, marketing, branding, standardisation also render legal advice for the enterprises. BİGEM, which supports easy access to financial resources, also offers business, export, clustering development activities and Internet service.
At least ten training sessions are planned under the project, and a framework for BİGEM's services is designed in light of the information obtained from the diagnostic study. A handbook followed by a business plan comprising the marketing strategy, human resources planning, sustainability and business analyses are developed in this respect.

Technical Assistance on Institutional Building for the Implementation of RCOP
A series of capacity building projects were implemented with an objective to improve the technical knowledge and background of experts within the General Directorate of EU Financial Programmes. Within these projects roadmaps were prepared; meetings were organised; management information system was established and managed and need for human resources were met. Some of these projects have already been completed but the projects still being implemented are providing a strong support for the Programme Authority.
As well as strengthening the capacity of the Operating Structure, the projects aim to enhance the capacity of the final beneficiaries supported by the Programme, and training and consultancy services are provided in this context.
Publicity Project for Competitive Sectors Programme
The Project for the Publicity and Promotion of Competitive Sectors Programme is implemented as part of the CAP (Communication Action Plan) designed to publicize the Programme's key priorities and contribute further to the achievements. In line with the CAP's objectives of raising public awareness and informing potential beneficiaries and stakeholders, the Project contributes to the transparency of the implementation of the Programme by providing information on financed projects; funding opportunities as well as by coordinating communication among various target groups.
