However, when the effect of the progress is evaluated, it is seen that the initiatives that emerged cannot provide a significant breakthrough and added value in terms of innovation; It seems that the increase in the number of entrepreneurs cannot serve the economic transformation based on innovation. In terms of access to venture capital Turkey, it ranks 99 among 137 countries in the global competitiveness index. In other words, the efforts made to strengthen the access of newly established companies to finance cannot achieve the expected effect. Programs to strengthen the capacity of technology transfer intermediaries (TTA) are needed to support SMEs' access to angel investor networks and venture capital and to improve their commercialization.
Yıldız Technical University is launching the "Smart Network for Technology Transfer and Commercialization with Funnel Model (SMARTNET) Project" in order to increase the number of high-quality and value-added products, services and intellectual property by supporting the commercialization processes of SMEs with technology transfer. SMARTNET, supported by artificial intelligence and designed as a cooperation network between TTAs, reveals patents, business ideas and entrepreneurs with high commercialization potential; Thanks to the funnel model, it speeds up the commercialization processes. The project, which will cover 14 TTAs consisting of 4 technology development zones, 4 technology transfer offices and 6 incubation centers located in Istanbul, Kocaeli and Gaziantep, will improve technology transfer activities; It will strengthen incubation strategies and establish effective cooperation.
In the first phase of the project, TTA network software platform (SMARTNET) based on artificial intelligence will be developed. Mentor development program and angel investor database will be created to improve the network capacity of SMARTNET. Communication between network members will be strengthened throughout the project; An entrepreneurship e-learning program will be prepared to support commercialization processes and successful applications will be shared. In the next phase of the project, acceleration, commercialization and fund raising activities will be carried out for SMEs using the "funnel model". In the first step of the funnel model, SMEs will participate in the "e-learning entrepreneurship program"; Participants selected according to the evaluation made at the end of the program will benefit from the second step, the "accelerator program". According to the business models developed as a result of the training and consultancy services provided in the accelerator program, another evaluation will be made and SMEs that will move to the third step will be determined. SMEs supported in commercialization and financing in the third step will receive services for the commercialization of patents and designs and will meet with angel investors.
Obtaining 5 national and one international patents at the end of the project; Successful commercialization of 2 products; Creation of 10 innovative businesses; 14 Supporting TTA; It is planned that 250 SMEs will benefit from the services offered through the supported TTAs. Calls will be made to participate in the accelerator program prepared for entrepreneurs. Within the scope of the program, from 300 SME training programs in total; 100 SME intellectual property trainings, 100 SME mentorship programs; 20 SMEs will benefit from financing and commercialization services. Within the project, 30 SMEs will be supported for patent applications; 15 SMEs will attend meetings with angel investors.
By matching the right entrepreneurs with the right units, SMARTNET will provide support for SMEs in their access to markets and finance with qualified training and effective mentoring services, and will monitor businesses after they leave the incubation centers and contribute to the creation of successful brands in the international arena.
