Technology transfer intermediaries (technology development zones, technology transfer offices and incubation centers), supported by private funds as well as public incentives, contribute significantly to the advancement of entrepreneurship in Turkey. However, when the impact of the progress is evaluated, the emerging initiatives cannot provide a significant breakthrough and added value in terms of innovation; It is seen that the increase in the number of entrepreneurs cannot serve the innovation-based economic transformation. In terms of access to venture capital, Turkey ranks 99th out of 137 countries in the global competitiveness index. In other words, efforts made to strengthen the access of newly established companies to finance cannot achieve the expected effect. Programs to strengthen the capacity of technology transfer intermediaries (TTAs) are needed to support SMEs' access to angel investor networks and venture capital, and to improve their commercialization.
Yıldız Technical University is launching the "Smart Network for Technology Transfer and Commercialization (SMARTNET) Project with the Funnel Model" in order to increase the number of high quality and value-added products, services and intellectual property by supporting the technology transfer and commercialization processes of SMEs. Supported by artificial intelligence and designed as a collaboration network between TTAs, SMARTNET reveals patents, business ideas and entrepreneurs with high commercialization potential; Thanks to the funnel model, it accelerates the commercialization processes. The project, which will cover 14 TTAs consisting of 4 technology development zones, 4 technology transfer offices and 6 incubation centers located in Istanbul, Kocaeli and Gaziantep, will improve technology transfer activities; will strengthen incubation strategies and establish an effective cooperation.
In the first phase of the project, TTA network software platform (SMARTNET) based on artificial intelligence will be developed. A mentor development program and an angel investor database will be created to improve the network capacity of SMARTNET. Communication among network members will be strengthened throughout the project; An entrepreneurial e-learning program that will support commercialization processes will be prepared and successful practices will be shared. In the next phase of the project, acceleration, commercialization and funding activities will be carried out for SMEs using the "funnel model". In the first step of the funnel model, SMEs will participate in the "e-learning entrepreneurship programme"; Participants selected according to the evaluation made at the end of the program will benefit from the second step, the "accelerator program". Another evaluation will be made according to the business models developed as a result of the training and consultancy services provided in the accelerator program, and the SMEs that will take the third step will be determined. In the third step, SMEs supported in commercialization and financing will receive services for the commercialization of patents and designs in the last step, and they will meet with angel investors.
Obtaining 5 national and one international patents at the end of the project; Successful commercialization of 2 products; creation of 10 innovative businesses; 14 support of TTA; 250 SMEs are planned to benefit from the services offered through the supported TTAs. Calls will be made to participate in the accelerator program prepared for entrepreneurs. Within the scope of the program, a total of 300 SME training programs; 100 SME intellectual property trainings, 100 SME mentoring programs; 20 SMEs will benefit from financing and commercialization services. Within the scope of the project, 30 SMEs will be supported for patent applications; 15 SMEs will attend meetings with angel investors.
By matching the right entrepreneurs with the right units, SMARTNET will support SMEs in their access to markets and finance with qualified training and effective mentoring services, and will monitor businesses after they leave the incubation centers and contribute to the creation of internationally successful brands.
