Smart specialization is one of the main approaches in policy making processes in Turkey both at national and regional level. At national level, there are several thematic and sectoral strategies that employ smart specialization methodology. “National Science, Technology and Innovation Strategy” and “Industrial Strategy” are the foremost examples of national policy documents that set small number of priorities and coordinate stakeholders to reach the greater goal of sustainable economic growth.
Similar to many other countries in the EU, NUTS II regions are the main levels in Turkey for the adoption of SSS. Development agencies (DAs) are the natural key actors in Turkey’s regions for preparation and implementation of SSS. There are 26 DAs in Turkey which operate in 26 NUTS II regions under the coordination of Ministry of Industry and Technology (MoIT). DAs are designed as institutional tools in which all other regional actors participate as advisor, decision-maker and/or executer to develop better place-based policies. Equipped with financial resources and skilled employees, DAs aim to unleash regions’ potential, diminish regional disparities, improve cooperation between public and private institutions and increase the competitiveness of regions at national and international levels.
To this end, DAs focus on revealing their regions’ comparative advantages and supporting them. As the first step in this process, DAs conduct comprehensive regional planning activities and several region-specific sectoral/thematic strategies to analyse their regions’ potential. Then they both provide tailored financial/technical supports in accordance with the prioritized areas and promote these areas for national and international investors to boost economic growth.
Within the scope of the project, it is aimed to increase the development and implementation capacity of Smart Specialization Strategies. It is aimed to establish the necessary national or international networking and governance mechanisms for regional Development Agencies, primarily the General Directorate of Development Agencies of the Ministry of Industry and Technology.
Under the Capacity Building activities, national and international training on Smart Specialization Strategy, Smart Specialization Strategy Manual preparation and Smart Specialization Strategy Turkey roadmap will be realized. In addition, a pilot application will be made in 3 regions.
