Duties of the Operating Structure

The Competitive Sectors Programme is prepared and implemented by the Ministry of Industry and Technology. The Directorate of European Union Financial Programmes under the General Directorate of European Union and Foreign Relations is responsible for the implementation of the programme as the “Operating Structure”.

Operating Structures are responsible for the management and implementation of IPA programmes in accordance with the financial management principle. They have the authority to hold tenders, enter into contracts and make payments and are responsible for reporting. In this context, the Directorate fulfils the following duties and responsibilities:

  • Determining the content and areas of intervention of the Operational Programmes that fall under its responsibility;
  • Ensuring that the programme outputs progress according to the targets and indicators,
  • Managing the calls for project proposals;
  • Selecting projects that meet the specified criteria for funding;
  • Developing the relevant projects with the beneficiary institution;
  • Preparing tender files for projects;
  • Conducting tenders for projects in accordance with the European Union Tender Rules (PRAG);
  • Binding the projects to procurement, consultancy or construction contracts and monitoring their implementation;
  • Examining the expenses related to the contract, making the payments and keeping the relevant records.

The Operating Structure also works to ensure that projects are carried out in accordance with the visibility rules of the European Union and the Competitive Sectors Programme.
